Gain Level MIDI channel

I have my Electro 5D on global MIDI 16. the lower part (piano) is also set to receive on channel 16.

In my multi keyboard rig I have a volume pedal sending on channel 1. The Electro is changing volume via the pedal transmitting on channel 1even thought the Nord is set on global 16.

Am I missing something? Shouldn't the NORD ignore cc#7 coming on on channel 1, when the Nord is set to channel 16?
