It's normal on any Mac for unsigned packages to require an explicit opening. Go to the finder, find the application in Applications, right click it, click "open" and then confirm by clicking again "open" in the dialog that pops up. System preferences is actually the slow and roundabout way to do it.
This only needs to be done the first time you launch a program, btw.
And it should be common knowledge - Macs have worked this way for years now. I don't know why it still trips people up (Edit: I mean to say, not that you should have known - especially on Big Sur -, but that this should be more clearly and obviously indicated by Apple...).
