Leslie can only be routed to one of organ, piano, or synth

I was wanting to layer a synth organ patch to a B3 organ but you can't use the Leslie for both which waters it down.

Presumably you could do it with the second panel but that seems like a heavy handed approach.

That's true of every effect, isn't it? (Except the global reverb and compressor.) And yeah, two panels would be the way to put the same effect on two different sounds.
