Hello, I have a nord stage 3 and I wanted the old version of nord sound manager to add programs from nord stage 2. I wanted the v7.64 version. Can anyone help me?

If the idea is to run an older version of the NSM to laod NS2 programs and have them transferred to the Stage 3, then whatever version of NSM will simply not work. Programs are not compatible.
Only way is to recreate the programs, either by having both machines side to side to compare or to use the File Viewer to try to duplicate some common parameters.

If the idea is to transfer nsmp samples to the Stage 3, I believe all the NSM versions do conversion on the fly ?

The Nord Sound Manager 9 app does not do the conversion. The previous versions made this conversion. I found a version 7.74 but when plugging in the usb cable, stage 3 doesn't recognize it. Unfortunately there is no way.

Depends on what conversion you want. NSM should be able to convert synth engine samples from *.nsmp into *.nsmp3. But there was never a way to convert programs between different generations or models of Nord keyboards. The engines (mainly synth layers and effects) simply have different capabilities.

I see the links from my original post broke a while ago, so I have uploaded all v7.x versions of Nord Sound Manager for both Windows and MacOS to the Internet Archive:

Since I haven't been keeping my eye on NSM updates, I unfortunately do not have versions 8.00 and 9.00, but I don't think those versions are particularly important. I'll try to stay updated and keep this available in the future if needed.
