Utility -> Program Level (See NS3 manual Edition N, pag 32) if you wan to set a whole Program, otherwise if only one Section is too low/loud you need (also) to play with individual sections volumes

Depending on the character of the sound, totally different volume settings may apply. It's up to you to even them out according to and depending on your needs.
I usually have pianos set to around -6 dB in order to have some margin for highly filtered synth sounds that need some pushing. I heard from others who set standard piano level to -12 dB to have more headroom. From there, you can try to level everything out.

Careful! You do NOT want sounds to have equal dB.
A scorching lead synth at the same dB level as that bass pad from the bridge of that pop song will take somebody’s head clean off, and a brass stab at the volume of that Billy Joel piano will take out an eye.
Talk to your FoH, give him the LOUDEST you’re gonna get, and ask him to give you notes on levels that stick out — too loud or too soft, if he has the time. Be nice. You’re trying to help HIM, as well.
