Patterns, global or per program?

Are the patterns global or per preset? I've been fiddling about and can't seem to reach a conclusion.

If they're global, are there only preset patterns that you modify, rather than user patterns that you save?

Ah, I get it

Modifications to presets are saved with the program, per layer.

There's not a bunch of patterns per program. A program remembers the pattern you used, modified or otherwise.
