Electro 4D - Delay Reverb Effect Makes Abrasive Static Noise

I have an Electro 4D whose Delay Reverb section produces a loud and abrasive static hiss when the effect is engaged. Also the noise is made by default setting when the keyboard is first powered on without even playing any notes.

When the Delay Reverb effect is turned off the Electro 4D works absolutely fine in all other aspects as it should.

The problem persists whether using headphones and the normal output. I've reset to factory and updated to the most recent OS but the problem continues.

1) Has anyone experienced this phenomenon?
2) Is there a way to make this stop?
2) If there isn't a way to address the issue, in the very least is it possible to reprogram the controls so that the Delay/Reverb does not automatically turn on when the keyboard is powered up?
