NW2 FXs per Layer or Sharing the Layers the FX by on/off?
Are the FXs in the NW2 really Independent per Layer so I can use a Chorus at Layer 1 and a Phaser on Layer 2 and a Tremelo on Layer 3?

Each layer can use their own effects. They are independent.

As already said, they are independent.
Note that if you assign layers to a group and put (some of the) effects in group mode, they will then share the same settings on those layers, and they can be tweaked simultaneously.
