What does the chorus effect do?

Can anyone tell me what the chorus effect does? When I use chorus it sounds like a vibrato effect, and I would describe it as a shimmering sound. Can anyone here enlighten me?

Simply put, a chorus effect is achieved by mixing an unprocessed original signal with a vibrato signal.

Close - the vibrato signal is also delayed.

As to what is it, as with any effect, the technical description doesn't tell the whole story. Your ear does. If you like the effect, remember what it sounds like and use it.
