I don't know that pedal, I read on their website that "FS-2MIDI lets you incorporate devices with standard control plugs and virtually any modern MIDI devices into an integrated set where one can switch between all the devices’ presets or channels with just one button.". So, perhaps yes.. not sure though, please check the manual first, or ask the company that makes these pedals for help..

To select kits, the device you're looking for should be able to send Program Change MIDI messages to the Nord Drum. Please note that you will only be able to select kits within a single bank. I think it will be difficult to find something that can also select banks right 'out of the box', this requires somewhat more complex programming. Something i did not understand is if i can say in Midi : "go to next drum kit" or "go to previous"

I know current Nord Stage models have a dedicated port for a simple switch (not MIDI) to go back and forth through the programs, but not the Nord drum 3p..

With MIDI program change, you can only give the Nord Drum instructions to go to a specific program (within one bank), if the controller does this with increments or decrements of 1, you'll have a similar effect, but all within one bank, I think these small units should be able to do just that, maybe the one you mentioned too:
