Extern issues w/ Stage 3 OS 1.14?

I'm either totally missing something, or the External controller section leaves something to severely desired... or there are substantial bugs here as well..

Or, my brain just isnt engaging.. Also distinct possibility.

Scenario - sometimes I want to use the Nord as a controller only for my Hammond XK5's lower manual and use the XK as the upper manual. No sounds from the Nord. Easy.

Patch setup: Simple enough - turn off all the Nord sounds, send patch change to the XK5's lower drawbars to use the Bb setting, and set the volume to 50%.. I don't have the XK in my studio but do have my Electro 5D that I'm controlling. Scenario is the same, select a program/patch an make the E5D change to a specific patch and set volume level.

The A/B panel programming could be really cool. Choose preset button 5 + panel A and send program for "Bb". Select Panel B and use the "B" preset on the XK. Or so it would seem. But that's not what happens.

When I select the patch on the Nord, and have panel A send PG/Vol changes, and panel B params to send diabled, midi msgs work as expected. Adding params to Panel B overrides panel A and sends ONLY the panel B configs when the patch is selected. After the patch is selected, Changing from panel A to panel B does nothing - no MIDI msgs are sent at all.

Panel A configured for PG/Vol params to be sent on pgm change. Panel B set to OFF for all params:

Panel A configured as per previous AND also Panel B same params, just a different pgm and volume level on panel B:

pressing Panel A and then B sends nothing out via MIDI...

Any ideas????

I'm wondering if this BUG is similar - I did a reboot and behavior is the same as I described above

This is normal,data is sent at Program selection, "OnLoad", not at every Panel switching; the anomaly is if (assuming both A and B Extern sections are enabled, with PC and Bank Change parameters properly set and "SendOnLoad=Y") only one panel Extern data is sent when selecting the patch.
