I read the manual the same way. The thing is that you can get it into a mode where the LED's are all off but you're still in extern mode.
The manual says the following (p40):
NON-KEYBOARD EXTERN SETUP
In addition to the regular keyboard zones, there's an extra option - selected the same way as regular keyboard zones - that doesn't assign the Extern section to the internal keyboard at all, signified by all KB ZONE LEDs being off for the external section. However all other external features are still active, such as the pitch stick and the parameter knob. This is useful when you want to control external equipment with no need for keyboard midi messages.
So I figure the **** and ---- modes should be different.
@baekgaard the other bug with cc and Pg messages was also the most significant in our previous thread, but I mentioned this non-keyboard setup in one of my last messages.
