While I was reading this I was thinking of a small device with a microcontroller and two relays, to which you connect a sustain pedal and have two outputs that you connect to the pedal connections of two keyboards. Programming that should be easy as long as it's only on/off and not half-pedal. I wonder if such small tools don't exist, although that might be a bit of an overkill though ;)

you don’t need the electronics, just a simple double pole foot switch.

I would take two of the simple flat square sustain pedals and velcro them next to each other on a small piece of plywood, running one cable into each of the two boards... say, right pedal to bottom board, left pedal to top. Then you could put your foot down on just the right side to sustain only the bottom board, left side to sustain just the top... or put your foot down in the middle to press both pedals when you want to sustain both boards. Maximum flexibility, simple operation, low cost.
