No. If you have the original project file and the wav files, you may save them in whatever sample format. But it won't work to convert a nsmp3 sound package (a.k.a. sample) into an nsmp sample.

In other words: The sound you created for a Nord sample is locked into the nsmpX file format and secured against direct re-engineering. Which may be important for third party suppliers.

NSE only reads WAV and AIFF format if I recall correctly, no nsmp* file ? It will generate and transfer nsmp (V2, 3, 4) to the synth but not load them.
Only way is to have a nsmp3 compatible device and resample to create nsmp.
