The difference is that Control Pedal (CC#11) on the NS can be used with the Morph feature to control multiple parameters, so it all depends on what you want to get.
If you want the control the Organ Swell, in Dual KB mode, from the CTRL pedal, you can go into system-ctrl ped function, and set to "CTRL+SWELL".
However, "SWELL" is only for orgran, not the synth
