What I dont understand on my nord rack is why have a midi out at all?
Nothing comes out, no CC messages. I've tried setting local on and local off but nothing..

Because the board is the same as the non-Rack one so it was easier and cheaper to keep it, I guess?

you can control if the knobs transmit CC or not in the menu options.
It's MIDI Menu item #3:
3 - Control Change (CC) Mode
You'll also want to make sure that Option 2 Local Control is on.
That should get your knobs transmitting.
