Sorry, but I don't understand the global editing here.
I need to learn how to do 2 things:
1 - Chnage the Organ Rotary to a "toggle" mode
2 - Love to have the CONTROL PEDAL control the overall volume of ALL INSTRUMENTS
(in other words, the OUTPUT LEVEAL)

1. go to System Menu (Shift+System) -> 8- Rotor Pedal Mode and select "tO" (Toggle)
2. go to System Menu -> 10 - Ctrl Pedal Mode, the available values are
Range: O – Organ swell (default), S – Organ swell/sample volume, P - Organ swell/sample volume, piano volume
so P should satisfy your need.
0. Download and read the manual, section "6 - Menus" direct link(what I did to answer you, even if I don't own an NE4)
