It may possibly have something to do with powering.

How is your filter powered? Does it have its own plug? Or is it powered over MIDI? Which may be a problem as the current Nords only provide 3.3 V on MIDI (according to an additional MIDI specification from 2015) which is less than the 5 V older MIDI gear is expecting.

The only thing I'm wondering about is that the MIDI signal should always be powered from the MIDI-out port. So nothing should change for the filter if you put a computer interface or another keyboard on the MIDI-in side.

I just tested it on my NW2. As soon as any midi channel sends, the modwheel is active and delivers values in MidiOX, regardless of whether CC is activated or not.

Yes that Miditech device https://miditech.de/en/portfolio/midi-thru-4-filter/ is powered by MIDI IN and as you say (and as I also replied to the OP) NW2 has a voltage lower than nominal, otoh it can be that the computer interface MIDI IN is more "sensitive" (i.e. works with 3.3V or lower) than the MIDI IN of the Roland VT4 and this explains why it works in one case but not the other.

Yes, I can validate that.
I just used another vocoder (tc helicon perform ve) and it works with my midi tech midi filter.
I can also filter out the cc commands with the midi filter, BUT ..... :D

But than it also disables my sustain pedal omg haha^^

Its so annoying :-/

But that tells us, that the midi tech filter gets enough power from Nord´s midi

The Roland Vocoder can't handle it.

Hmmm, maybe a more advanced midi filter, where I can define the exact cc would help?

So annoying and expensive for such a normal thing. It worked so well with my Nord Lead A1

Have you opened the bug to Nord? Maybe they will solve in next NW2 OS... but anyway if you set NW2 to filter all CCs then also sustain is a CC(64) and will be filtered.

As far as external Midi boxes re concerned, MidiSolutions Event Processor can do that (but not so cheap) or you can use the computer/tablet + MidiOx or other MIDI processing app to do that

PS: no way to disable that assignement of CC1 to tremolo (or to fully disable tremolo) on VT4?

No i didnt find any possibilty to deactivate the tremolo effect.
Maybe there is one but i dont think so.
Its sad because the new TC vododer has also a tremolo effect which is getting triggered

I will report the „bug“ to nord and maybe get me a midi solutions device.
