Program Changes on wrong MIDI channel

I am sending a program change from a foot pedal for multiple keyboards, but I do not want this data to go to the Nord Electro 5D. I set the global channel to 16 and also set the upper receive to 16.

The foot pedal is sending on channel 1 (only) yet my Electro changes patches even though it is set to receive on a different MIDI channel.

I am running MainStage 3 and have all mapping current.

Any suggestions on how to have the Nord not respond to the program change on channel 1?
