Therefore I would say the cables are missing. If something is 'sealed' it still can be a returned / refurbished instrument by Nord as well.
I don't know how Nord treats their directly returned instruments but if there is some kind of return process I hardly doubt it that they don't repair instruments when it is possibly (or reasonable).
So my guess is the cables should be there and I would demand them by Nord (or retailer) and ask them directly if your instruments is refurbished. If so well I honestly don't know if I would accept a 'used' (even refurbished) instrument for the full retail price.
OR
maybe since nowadays removing standard cables means 'environmental protection' Nord removed cables as a new standard and even removed the printed manual because otherwise our planet would suffer from the endless printed Nord manuals and cables swimming in the oceans ... those poor dolphins... having to read and memorize all those Nord instruments specs

Well my friend i am 100% that there is no chance for refurbish or returned instrument etc…
Its for sure brand new sealed instrument… i guess it’s forgotten to add the cables.. or they stop add that..
