Probably, as it has been in the past; some NS4 user may confirm it but you also can check that yourself easily, just download the Factory Restore of NS4, rename+unzip it and see how many Banks/Programs are there compared to the total.
Looking at the restore file, the NS4 comes with 6 banks of 64 Programs (384 programs), leaving two banks left (128 programs) ready for the user programs. The restore file also only has half of the available banks of Organ, Piano, and Synth Presets populated, leaving 1 bank of 64 Organ, 1 bank of 64 Piano, and 4 banks of 64 Synth available for the user without having to delete any factory presets.
