I guess the modwheel is global because it would induce some problems if it only affected active parts. (most notably wheel morph parameters would jump instantly when switching active parts or they would have to use some sort of "pickup" mode [which the NL doesn't use for knobs], or you would be limited to morph sounds that you have active on the keyboard; you couldn't play sound A live while at the same time fading in or morphing sound B on another inactive slot, for example an arpeggio on hold. [some workarounds with splits possible]).
So when playing two different sounds/parts live via keyboard, I would modify one sound via the modwheel and the other one (in focus) with the knobs - or with impulse morphs if possible. If a part is sequenced, then the sequencer's cc can of course be used to morph.
