If the capacitive pressure sensor is damaged, shorted shut, or has an internal open circuit, it can happen, certainly. The reason the aftertouch response varies is complex, but it usually boils down to either the foam layer or the strip itself being damaged or worn out. The end of the strip is usually just trimmed to fit, too, so it might even be possible that humidity, over time, gets in there and messes it up. There are lots of ways it can fail, it's a fairly simple sensor but it does rely on some physical conditions to remain working. Sharp folds or creases in the sensor strip can also ruin the response curve (or eliminate it entirely, if they're sharp enough to basically act as a "full on" all the time).
