Just bought a very pristine NE2 and have discovered that the Stop setting on the rotary speed overrides fast.
The rotary speed switch jack works and switches between slow and fast, but stop should really read STOP, because if must be off for the speed switch to have any affect.
Is this the expected behavior or is something set wrong?

Expected behavior, I think. It's been a long time since I've had an Electro 2
When I hit "stop" on the current implementation, it will stop, period. I have to make it stop stopping before I can go to another state. I seem to remember an on/off behavior to stop (overriding everything), but it's been a while.

Yes that's the correct function. I keep my 4D at our practice space, and my old E2-73 at home for practice. I think it's too good to sell (and I have toyed with using it as a lower manual to the 4D). Congrats on finding one.
Downstairs I have my old A100 and Leslie 45. I've updated the 45 to a 2 speed, but originally they only had stop and fast. So that's the effect you'll get switching 'stop' on in the fast position. It doesn't turn off the Leslie sim, just stops the rotation.
