I do not think the octave change is standard across MIDI gear. More like a local sound engine feature.

Not only isn't it standard, it doesn't exist. There is no MIDI command for octave change.

When you play a keyboard and hit an "octave up" button, no MIDI command is sent at all. However, there are two theoretical possibilities for what happens when you subsequently play a note on that keyboard: It can send the Note-On command for the key you hit; OR it could "notice" that you have the Octave-Up function engaged, and so send a Note-On command for the note that is 12 semitones higher than the key you hit. Whether it does one, the other, or gives you the option, would depend on how they designed it.

I know it doesn't help the original poster, but just for the record: The Stage 3 allows you to choose whether transpose is done on MIDI out or MIDI in (it's in one of the settings menus) -- maybe the previous Stages do the same? The Electro series appear to be "locked" to do it on the input side, it appears.
