The Electro may be able to recognize 3 values, I don't know, but any standard sustain pedal (not a continuous or half-dampering one) can only send two values, on and off, which translate to 0 and 127. But also, 64 just happens to be the CC number that represents the sustain pedal. If you're looking at a MIDI monitor and seeing 64s along with the 0s and 127s, you could possibly be looking at just two values, the 0s and the 127s, all being assigned to MIDI CC 64.
