The Electro may be able to recognize 3 values, I don't know, but any standard sustain pedal (not a continuous or half-dampering one) can only send two values, on and off, which translate to 0 and 127. But also, 64 just happens to be the CC number that represents the sustain pedal. If you're looking at a MIDI monitor and seeing 64s along with the 0s and 127s, you could possibly be looking at just two values, the 0s and the 127s, all being assigned to MIDI CC 64.

More a response to the OP, but the VPC1 triple pedal features - if I recall correctly - a continuous controller as a sustain pedal. This sends a variety of values depending how hard you press it.

Your NE4 (and my NE5) only responds to "on" or "off" when it comes to sustain. So it sustains when you hit the VPC pedal hard, and doesn't when you don't.
