NS2 Yamaha FC7 won't reduce volume to zero
My problem is that the volume range is limited to 70% to 100%. In other words I can't dial it back to 0%. The Nord menu for the expression panel is set at Yamaha FC7, and the gain setting is preset at "1". This setting changes the minimum from 70% at 1 to 80% at 10, but I can't go lower than 70%. Is this a polarity issue?

I and many here use a FC7 with a NS2 with no issues, "polarity" is autodetected so either your FC7 is defective or you need to ensure it is fully plugged in.
Btw: are you connecting it to the CtrlPedal input? The values you re reporting are the ones you see in the System menu? What "volume" are you controlling with it?

It's interesting that my older FC7 functions perfectly, i.e. volume range is 0 to 100%. My new pedal ranges from 70 to 100% and that is the case whether I plug into my NE5D or NS2. I'm plugging into "organ swell" on the Stage and "control" pedal on the Electro.

It is strange but possible that the pot needs to be "mechanical reset" i.e. there was a mounting error and then the "cursor" never reaches 0 Ohm of resistance; are you able to check the resistance between the 3 TRS poles using a multimeter, in full up and full down positions?

I have this exact same problem on my E5D73 -- have not resolved this. I assumed it was my lack of understanding about the pedal or programming. My pedal goes from about 50% to 100% volume level. I'll check the resistance.

Have you looked at the FC7 user manual? It talks about the Fortissimo Function and the adjustable pedal, which I'm guessing may cause the issue you're seeing. There's a screw under the pedal that can be adjusted.

If they dont have changed the FC7 lately, the fortissimo function are only mechanical. By turning the screw clockwise, you are tighten the spring, so you will need more force to push the pedal fully open the last part of its travel. It should still go to zero, as that are the opposite direction.

I sent the new FC7 back and got a replacement, it works perfectly, i.e. 0 to 100%. So it was just a faulty (new) pedal!

On the NE5 Organ it acts as a Swell pedal and (as on the real Hammond) that control does not zero the volume. Try with Vox or Farfisa emulations and see yourself.
