Hi,
I have an NS2, and I'd like to control an external synth module with an external keyboard via the extern section on my NS2. I have the external keyboard transmitting on channel 2, and I'd like the Extern section to receive midi data from channel 2 in Slot B while in dual keyboard mode. I'd like the Extern section in Slot A to continue receiving data from the NS2. Is this possible?

Not sure I understand. You want ext keyboard to control slot b of your NS2 and have slot a to send data to extern synth simultaneously with slot a?
Maybe put into dual kb mode. Set dual input channel to 2. Set your slot b parameters. Set all slot A sections off but extern midi and set ext output to the channel of your synth.

my recollection is that incoming midi data streams will not be passed through to the output, essentially a "soft thru" or midi merge type function.

I could be wrong about this, so you may wish to test it and confirm one way or the other for yourself, especially since you already have the NS2 and the external controller and the module. I would use midi channel 2 on the external controller, and as you said, the same midi channel 2 on the external section on the Nord and, obviously, midi channel 2 on the module. Not sure if there's any real reason to use Dual Mode, but worth trying both ways.

Extern Section and MIDI re-routing
When an external device transmits MIDI notes to the Stage 2 EX and
the Extern section is active, incoming MIDI notes can be re-routed to
the MIDI Output of the Stage 2 EX, on the MIDI channel that is set for
the Extern section.
This allows you to control one external device from another external
device. The incoming notes must be on the same MIDI channels as
set in the Stage 2 EX for the Dual Kb, the Slot A or Slot B MIDI channel
setting or the Global MIDI channel setting.
The Extern menu setting Soft Thru must in these cases be set to "On"
