Not sure if this requires an explanation or if it is an artifact/bug.
Started with Program 1.19 and put Mix at 100% Osc 2. If you turn OSC 2 Fine tune fully up and then tweak the Noise Freq up a bit it starts producing a wave tone rather than noise. I'm new to synths so if anyone could explain then I would be grateful

Suppose you refering to NL4's Noise Filter self-resonating?

Yep, kroffe is right. That is why it is called 'resonating filter'!
Turn the filter Resonance down a little bit and it will stop resonating.
Some synths (like the NS2 and NL4) have a filter keyboard tracking (KB-TRACK) which opens the filter frequency with key position, so you can play on equal tone temperament using the filter oscillation sinusoid.
You can tune it with the Freq. dial. Add a bit of LFO modulation to the filter and that acts as a vibrato.
