I am having the same problem as jamex. It worked for me once but now I get the same encoding failed message.
Anybody have any fixes for this?

had the same problem, the Sample Editor manual says that to create "silent" zones in a sample, you can simply assign a silent sample (or a silent part of a sample) to the desired zones... but it doesn't always work.
I was trying to create a "two-sound sample", only two keys sounding, the rest silence.
First try was good, then I tinkered with it a bit more and started getting the dreaded "encoding failed: bandwidth too low" message.
I just tried a few times more, closing and reopening the project, and in the end I was able to create the sample.
Why on earth the generation process sometimes works, and sometimes not, I have no clue.
But that's the way software works...
