Yes. They're fully compatible (except that the Stage 2 EX has more room for pianos).
If the non-EX stage 2 is running the latest OS (currently 2.2.4), you can go both ways (if you have enough space for the needed samples/pianos on the Stage).

I recommend that you do some research on the various ways you can transfer programs. There are several approaches:
- Single program saving from NS2 and downloading to NS2EX
- Saving Bundles from the NS2 and downloading multiple programs/samples at one time
- Doing a full backup save from the NS2 and loading that to the NS2EX, which will basically replace everything in memory all at once (but fairly time-consuming load time).
I ended up using Bundles and it worked well for me. More details are in this thread:
