Yes, you can do that on the NS3 (as well as all previous models in the Stage series), that's what the EXT function is for.

I agree that direct patch access is a huge benefit, and an area where Nord lags. Much of my use of the NE5 involves one sound at a time, so I did find something of a workaround... as I described in an earlier post in the Electro forum:
I like to have super-quick access to a handful of my most used sounds. So I've set up a Set List "song" in location 1 called "Pno Rhd Wrl B3" which gives me 4 buttons for (surprise!) piano, rhodes, wurli, and B3; and then one "knob click" away, "song" #2 ("Hps Clv Vb Str") gives me harpsichord, clav, vibes, and strings. So that's 8 sounds pretty much immediately available, either with just a button press, or with a quick knob-click and a button press. The display above the buttons always reminds me whether I'm on song 1 or 2 and tells me what sounds are currently assigned to the four buttons.
When I had the NS2, I used the Bank buttons to give me fast access to 20 programs (A:1-5, B:1-5, C:1-5, D:1-5) with no scrolling or knob turning at all, just one or two button presses to get to any of my top 20 sounds. That's one of the few ways I find the NS3 to be a step backwards from the NS2.
