I'm wondering if this new format is mainly about transforming the old library to the new format - or does this mean new sounds? Will this new format bring a shift from one layer samples to multi samples at last?

Because the hardware was ready, and the software wasn't. It's generally impossible to exactly predict when software will be completed. But there's no point in letting the hardware stack up in the warehouse generating no revenue when there are customers eager to get their hands on it and use it as is in the mean time.

I read somewhere that they will permit you to embed some synth parameters. That's very useful because, right now, any time you are splitting/layering and want to (for example) call up a string sound on the fly, you can't just call up the string sample in the synth section and start playing, you almost invariably have to at least adjust its attack/release before you can use it. And the same attack/release doesn't work for, say, mellotron. etc.

Although that seems to be exactly what they've done with the shipments to the US.

That was my reasoning, yes. We don't have confirmation yet.
