Impossible, really. DX programs are a set of parameters for a 6 operator FM synth. NS2 doesn't include a 6 operator FM synth.

Volca FM is an interesting low cost alternative. Too bad it looks like they didn't do what Roland did with the Boutiques and allow you to chain them for more polyphony, it's only 3.

On PC/Mac, for free, I've read good things about Dexed. I haven't seen anything for iOS yet. There are FM synths, but not with full DX7 compatibility.
