well i tried moving all the pots about 10 times, then power up and record..at first it was ok but then after browsing 4-5 sounds it started again...
so i guess these are broken pots and need to be replaced...but is this really the problem or could be an internal chip or something that the knobs
are attached on??

Unlikely. Pots are not only mechanical parts and subject to mechanical stress, friction and erosion (chemical and physical, not to forget the good, old dirt), they are also the interface to the instrument's logic. In other words: they have to take it all. Active electronic components actually have a much higher lifespan. So the odds are basically:
1. pots
2. connectors
3. capacitors
4. soldering points
The fact that it takes a few moments before the trouble begins, could be an evidence for a broken capacitor. It might also -and more likely, IMHO- mean that the inconsistent values are produced as soon as the Rack's analog-digital-converters are trying to read values from the pots - and get a lot of noise from a worn out "coal strip" or "conductor brush" (that's rather steam engine vocabulary, but I hope you get the picture). There's a bit more magic to it, like digitally controlled pots and OpAmps parallel to the analog ones constantly trying to iterate a digital value that correctly represents the analog pot - but feeding this sort of analog/digital circuit with noisy input will cause quite exactly the nasty effects you are describing,

well i sended the unit back to the seller and will get a refund.. i didnt want to go with the service option the synth did not sound very healthy
and even if i would replace the pots maybe in time others would have the same problem
so now collecting money for a 2x!
