I'm using an FCB1010 MIDI controller to control several instruments, including an Electro 5D. Using MIDI CC#49 I can select a specific Set List Slot. Once that is selected I'd like to be able to select between the A, B, C or D program presets, essential programming each of 4 pedal buttons to direct select A, B, C, or D. From what I see in the manual and online, it doesn't look possible, but I'm hoping I'm wrong and someone can point me in the right direction. Any ideas?

Please refer to Midi Controller Chart on page 21 of the manual. Midi cc#49 controls slot selection when in Setlist Mode. Generally for those kinds of controls, with four possible choices to be had from the overall range of 0-127, values of 0-31 will result in A, 32-63 = B, 64-95 = C, and 96-127 = D. I may be slightly off on the exact numbers for the "border points," but if you pick values in the middles of those ranges you will surely get the results you desire.
